Lawmakers have passed the remaining budget bills, nine days after the April 1 deadline. NYAMA's efforts to beat back an ill-conceived anti-aviation proposal by then-Governor Eliot Spitzer were successful and the "charter plane tax" is NOT part of the final budget.

The New York State Department of Transportation Commissioner Astrid Glynn has scheduled a series of public outreach forums to prepare for federal reauthorization of transportation funding. DOT is currently developing a 20 Year Needs Assessment addressing the transportation challenges facing New York State during the next several decades as well as recommendations for new capital investment policies and strategies to better meet these challenges.

Recently, Governor Eliot Spitzer announced approval for more than $16.6 million in funding for 42 airports across New York State. This funding from the Renew and Rebuild New York Transportation Bond Act of 2005 supports infrastructure, security, and economic development projects. The state will also leverage $3.5 million in additional funding.

The Port Authority of New York and New Jersey announced yesterday recommendations to reduce flight delays and prepare for future air traffic growth in the New York metropolitan region.  In stark contrast to the Federal Aviation Administration's (FAA) proposal to simply cut flights and limit travelers’ options to pre-1969 levels at John F. Kennedy Airport, the agency's proposals center on expanding capacity, improving efficiency, maintaining safety, and allowing the region's airports to meet current and future passenger demand.

Although the 2007 Legislative Session started on a positive note, with several government reform measures being enacted at the urging of the new Governor, Elliot Spitzer, and the State Budget adopted on time, relationships at the Capitol deteriorated to the point where many issues were left unresolved at the end-of-June recess of the regular session. Senate Majority Leader Joseph Bruno, Assembly Speaker Sheldon Silver and Governor Spitzer agreed on very little and the negotiating process, which is usually furious at this time of year, ground to a halt.

Legislative leaders did indicate that they may be reconvening at a special session to address some unfinished business, including nearly a billion dollar Capital Projects Budget and NYC Mayor Bloomberg’s Lower Manhattan congestion pricing proposal.

Albany, NY (Dec. 1, 2004) — The New York Aviation Management Association (NYAMA) commended Governor Pataki and members of the State Legislature today for amending the State’s Sales and Use Tax regulations. The General Aviation Sales Tax relief legislation, which takes effect today, will exempt aircraft maintenance, repairs and equipment from New York State Sales and Use tax.
